Kentucky’s Finance and Administration Cabinet has issued a request for proposals (RFP) on behalf of the Department for Workforce Investment’s Office of the Blind to vendors to provide an accessible electronic information system for eligible Kentuckians who are blind or disabled. The department is an agency in the Kentucky Education Cabinet. The anticipated deadline for responses to the RFP is Nov. 1, 2004, 4:30 p.m. EST.

The system should allow Kentuckians better access to news and other timely information from sources such as newspapers, magazines, schedules and newsletters through electronic devices such as computers, radio and touch-tone telephones. The service will be designed to increase the content, accessibility and number of users of electronic information for eligible people who are blind or disabled in an east-to-use convenient manner.

“While we have some information resources available to Kentuckians who are blind or disabled, the RFP was drafted with the intent that the new system will broaden the means of delivering information and expand the content sources that are available in electronic formats,” said Department for Workforce Investment Commissioner Laura E. Owens.

“The information we receive such as news, schedules, announcements and magazines are valuable to our daily lives, and we hope to make those mediums available to as many of our citizens as possible. This is another way that Kentucky state government can meet the needs of residents and help everyone be informed.”

The RFP is in response to House Bill 262, which was passed by the 2004 General Assembly. It is anticipated that any resulting contracts awarded will be effective for one year and may be renewed for four additional years.
