State Seal Parks, Department of
Hopkinsville Firm to Invest $4 Million in State's Marina
Press Release Date:  January 19, 2005

The Hopkinsville firm that has been awarded a new contract to operate the marina at Lake Barkley State Resort Park will invest $4 million to upgrade the facilities there, Commissioner George Ward announced today.

BMAR & Associates, a maintenance support and engineering services company, will replace the marina’s head dock and three of the marina’s four piers, and build a fifth pier, under the terms of the contract. The firm also will purchase $1 million in new inventory, including new boats, Ward noted. The contract will last 15 years, with an option for a 10-year extension.

“This is an outstanding contract for the state,” Ward said. “Under previous lease agreements, the state was responsible for any maintenance item that exceeded $500. Consequently, because of lack of maintenance investment in the past, this administration was faced with having to underwrite nearly $2 million in unbudgeted maintenance costs to replace two deteriorating piers alone.  With this agreement, the marina will be substantially improved and, as a result, will attract more visitors to enjoy our revenue-producing facilities, such as our lodge, golf course, and dining room.”

Ward said the new marina operator is expected to assume operation within a few weeks, with improvements expected to start shortly thereafter.

A five-person selection committee representing the Finance and Administration Cabinet and the Department of Parks recommended the winning bid to Finance Secretary Robbie Rudolph. Five other bid proposals were reviewed. The proposals were evaluated on criteria that included the bidder’s proposed infrastructure investment and revenue to the state, and the firm’s experience and financial condition.
