- Transportation Cabinet seeks new home for historic Old Buck Bridge in Breathitt County
Monday, June 11, 2012 Yet again, the Kentucky Transportation Cabinet is looking for a new Kentucky home for an old Kentucky bridge.
Beginning next year, the state plans to replace an aging bridge carrying KY 30 over the Middle Fork of the Kentucky River near Old Buck in Breathitt County with a modern span. The existing bridge, a Pratt truss bridge, was built in 1935 and has been deemed eligible for the National Register of Historic Places. The bridge is approximately 240 feet long with two 10.5-foot driving lanes.
In order to make room for the new bridge, the old one must be demolished. Rather than see this piece of history disappear, the cabinet and the Federal Highway Administration are seeking a new owner within Kentucky for the bridge.

Beginning next year, the state plans to replace an aging bridge carrying KY 451 over the North Fork of the Kentucky River near Glomawr in Perry County with a modern span. The existing bridge, a Parker truss bridge, was built in 1927 and has been deemed eligible for the National Register of Historic Places. The bridge is approximately 270 feet long with two 9.5-foot driving lanes.
In order to make room for the new bridge, the old one must be demolished. Rather than see this piece of history disappear, the cabinet and the Federal Highway Administration are seeking a new owner within Kentucky for the bridge.

Thursday, March 15, 2012 The Kentucky Transportation Cabinet is looking for a new Kentucky home for an old Kentucky bridge in Breathitt County.
Beginning next year, the state plans to replace an aging bridge carrying Robinson Road (CR 1387) over the North Fork of the Kentucky River near Quicksand with a modern span. The existing bridge, a Parker truss bridge with a Pratt pony truss approach, was built in the early 1900s and has been determined to be eligible for the National Register of Historic Places. The bridge is approximately 324 feet long with one driving lane 10.5 feet wide.
In order to make room for the new bridge, the old one must be demolished. Rather than see this piece of history disappear, the cabinet and the Federal Highway Administration are seeking a new owner within Kentucky for the bridge.

Approximately 40 residents of the area, public officials and other concerned citizens attended the hearing to view a presentation by District 10 personnel and consultants, receive information on the project, and provide their input into this proposed highway project.

Wednesday, November 16, 2011 Residents of Breathitt County are invited to attend a public informational meeting to discuss a project to replace the bridge crossing the North Fork of the Kentucky River leading to the Quicksand community.
The meeting will be held Tuesday, Nov. 29 from 5-7 p.m. at the Quicksand Community Center. It will be an “open house” format meeting with no formal presentation.

Monday, October 24, 2011 The Kentucky Transportation Cabinet isn't looking to sell someone the Brooklyn Bridge, but it is looking to give away a historic bridge in Perry County.
Beginning next year, the state plans to replace an aging bridge carrying KY 80 over the North Fork of the Kentucky River near Combs with a modern bridge. The existing bridge, a three-span steel Parker truss bridge, was built in 1929 and has been determined to be eligible for the National Register of Historic Places. The bridge is approximately 450 feet long and consists of three 150-foot spans.
In order to make room for the new bridge, the old one must be demolished. Rather than see this piece of history disappear, the cabinet and the Federal Highway Administration are seeking a new owner for the bridge.

- Traffic pattern changes, detours planned for Hal Rogers Parkway Exit 56 reconstruction in Perry County
Tuesday, May 10, 2011 As part of the $4 million project to make safety improvements on the Hal Rogers Parkway at Exit 56, a major traffic pattern change and a road closure will be put into effect this week. Traffic in both directions on the Hal Rogers Parkway will be diverted onto the exit and entrance ramps at the KY 451 exit as work begins to relocate the overpass at the interchange. In addition, KY 451 will be closed at the interchange underpass. Detours have been posted.

Friday, April 15, 2011 The Department of Highways District 10 is seeking public input as to which state highways residents of the 10-county district perceive as the most important in their daily travels.

April traditionally marks the start of construction season in the Bluegrass State. To emphasize the need for driver and worker safety in highway work zones, Work Zone Safety Week will be observed across Kentucky next week, April 4-9, to remind drivers of the hazards involved for motorists and construction workers alike in areas where road work is being done.
- Transportation Cabinet awards highway improvement contract
Tuesday, March 22, 2011 The Kentucky Transportation Cabinet has awarded an additional highway improvement contract as part of its February 2011 letting.
The $64,830 contract is for the installation of thermoplastic pavement markings along the KY 15 corridor in Breathitt, Perry, Powell and Wolfe counties in District 10. These include crosswalks, turn lane arrows, stop bars and other pavement markings designed to improve traffic flow and safety along the busy KY 15 corridor. A&A Safety, Inc. was the successful bidder, and the work is to be completed by Nov. 30.

A weight limit of 22 tons and a width restriction of 10 feet are in place for the bridge crossing Little Sturgeon Creek at milepoint 4.8 near Travellers Rest.

Friday, November 05, 2010 On Thursday, Nov. 4, personnel from the Kentucky Transportation Cabinet Department of Highways District 10 office conducted a public meeting on the proposed relocation of KY 30 in Owsley County.
Approximately 175 residents of the area, public officials and other concerned citizens attended the hearing to view a presentation by District 10 personnel and consultants, receive information on the project, and provide their input into this proposed highway project. The project will result in the construction of a new route for KY 30 between Travellers Rest and Levi, and is part of a long-range plan to construct a new highway between I-75 in Laurel County and the Mountain Parkway in Wolfe County.

Thursday, September 02, 2010 Temperatures in the 90s and sunny skies give little hint that winter is around the corner, but state highway crews are already preparing for the onset of snow and ice removal season.
It’s quickly becoming a tradition for the annual Equipment Roadeo to signal the unofficial beginning to snow and ice removal season in the Department of Highways District 10. This event, held each year in late summer at the district’s equipment garage in Beattyville, brings together equipment operators from the district’s county garages for a day of friendly competition and fellowship.

Approximately 25 residents of the area, public officials and other concerned citizens attended the hearing to view a presentation by District 10 personnel and consultants, receive information on the project, and provide their input into this proposed highway project. The project will result in the realignment of two curves along KY 191 in the Daysboro area that have alignment deficiencies. The curves are located at Daysboro at milepoint 12.8 and near Fallen Road at milepoint 13.6.

Thursday, August 19, 2010 An entry submitted by the Kentucky Transportation Cabinet Department of Highways District 10's design team was chosen as the winner of the William S. Gulick In-house Project Excellence Award in statewide competition.
The award was for the KY 82 Salem Curve project in Estill County and was presented at the recent 2010 Partnering Conference in Louisville.

Monday, January 25, 2010 This year, Kentucky voters will go to the polls to choose various local and state elected officials. Personnel with the Kentucky Department of Highways are already noticing campaign signs illegally placed on the right of way of state-maintained highways. These signs pose various hazards for drivers and for maintenance workers. During each election cycle, state highway workers remove and discard dozens of these illegally-placed signs. Political candidates and their supporters can avoid this by not placing signs on state right of way.
- Magoffin County Department of Highways crew’s quick action credited with saving motorist’s life
Monday, December 21, 2009 Quick action by an employee of the Kentucky Department of Highways Magoffin County maintenance garage is being credited with saving the life of a motorist involved in a traffic crash Saturday night.
Chris McCarty dove into the cold, rushing water of Burning Fork Creek off KY 1888 east of Salyersville, near the Magoffin County state highway maintenance garage, to rescue Kermit Howes. Howes’ pickup truck ran off the road and overturned in the creek around 8 p.m. Saturday. He was ejected from the vehicle and was found unconscious, floating down the creek.

Friday, December 11, 2009 Motorists who drive in the area served by the Kentucky Department of Highways District 10 now have a new service available to keep them informed of road conditions and possible delays due to construction or inclement weather.
District 10 has launched a Twitter feed, taking advantage of the free Internet service to make pertinent travel information available in real time. Twitter can be accessed from a desktop computer or an Internet-enabled mobile phone.

Friday, October 30, 2009 CSX Transportation will be repairing two railroad crossings in Breathitt County next week, requiring daytime closures of two state highways. On Monday, Nov. 2, KY 52 will be closed from 8 a.m. to approximately 2:30 p.m. at milepoint 3.123 near Oakdale. This will impact travel between Beattyville and Jackson. On Tuesday, Nov. 3, KY 541 (War Creek Road) will be closed from 8 a.m. to approximately 2:30 p.m. at milepoint 0.06 near Chenowee.

Wednesday, October 21, 2009 Beginning Wednesday, Oct. 21, changes will be made to the traffic patterns at the intersection of KY 15 and KY 267 near Bonnyman in Perry County.
With the paving of Safeway Road, which runs under the KY 15 bridge and connects to KY 267 on each end, all left turns at this intersection will be prohibited.

Friday, September 04, 2009 Nine employees from the Kentucky Department of Highways Lee County Maintenance crew were honored Wednesday for their efforts in helping battle an Aug. 13 blaze in Beattyville that destroyed three businesses and threatened several others.

Friday, August 28, 2009 On Thursday, Aug. 27, personnel from the Kentucky Transportation Cabinet Department of Highways District 10 office conducted a public hearing on the proposed widening of the Bert T. Combs Mountain Parkway to four lanes along a 17-mile stretch through Wolfe, Morgan and Magoffin counties.
Approximately 175 residents of the area, public officials and other concerned citizens attended the hearing at the Lakeview Church of God in Magoffin County to view a presentation by District 10 personnel and project consultants, receive information on the project, and provide their input into this proposed highway project.
- KY 378 in Magoffin County to be closed Wednesday, Aug. 26
Monday, August 17, 2009 Personnel from the Kentucky Department of Highways, Magoffin County Maintenance, will replace a drainage pipe on KY 378 on Wednesday, Aug. 26. The work will take place at milepoint 8.1. The project will begin around 8 a.m. and will continue until approximately 3 p.m. During this time, the road will be closed to through traffic.
- Closures scheduled for three Owsley County roads
Friday, August 14, 2009 Three road closures have been scheduled in Owsley County in order to allow Kentucky Department of Highways personnel to make repairs. Routes affected are KY 708 and KY 1350 on Saturday, Aug. 22, and KY 2024 on Saturday, Aug. 29. Each closure will begin at approximately 8 a.m. and will last until approximately 2 p.m. At each of these locations, new drainage pipes will be installed.
- Installation of new railroad crossing to force two-day closure of KY 451
Friday, August 14, 2009 Beginning Monday, Aug. 17, KY 451 in Perry County near the Home Lumber Bridge will be closed for two days for installation of a new railroad crossing.

During this time, the old bridge carrying the ramp over the Mountain Parkway will be demolished, and the approaches to the new bridge for the ramp will be completed.

Monday, June 08, 2009 Beginning Tuesday, June 9, the bridge carrying KY 451 across the North Fork of the Kentucky River at Hazard will be closed. This bridge, known locally as the Home Lumber Bridge, will remain closed for approximately two weeks.

- KY 3347 in Owsley County closed indefinitely due to flood-damaged bridge
Monday, May 18, 2009 After flooding struck Owsley County on Monday, May 4, officials from the Kentucky Department of Highways District 10 closed the bridge carrying KY 3347 (Shepherd Lane) over Meadow Creek in Owsley County, pending an inspection of damage caused by the flooding.
The inspection revealed more damage than was initially visible. Due to this and the widespread flood damage across the area from subsequent storms, the bridge will be closed indefinitely until repairs can be scheduled and completed. No timetable for repairs has currently been established.

Tuesday, March 31, 2009 KY 1833 in Perry County is closed due to a rockslide. This closure will remain in effect until repairs are completed. An estimated time and date for completion of the removal of the slide is not yet known.
- Safety in road construction areas to be highlighted next week
Tuesday, March 31, 2009 Daffodils and redbuds aren’t the only colorful blooms that pop up along Kentucky’s roadsides in the springtime. Orange cones and barrels also make their presence known as the annual construction season begins in the Bluegrass State. Work Zone Safety Week will be observed next week, April 6-10, across Kentucky and the nation to remind drivers of the hazards involved for motorists and construction workers alike in areas where road work is being done.
In Kentucky, events held across the state will call attention to the need for caution in work zones. This message is especially important to drivers, since 85 percent of all injuries and fatalities in work zones are suffered by motorists.

- Reconstructed segment of KY 699 in Perry County now open to traffic
Wednesday, December 17, 2008 A new segment of KY 699 in Perry County in the Leatherwood area is now open to traffic after being reconstructed in a unique public-private endeavor.
The new alignment replaces a stretch of old highway, approximately two miles long, that was crooked, narrow, and had several breaks and embankment failures. This new segment is built to modern standards and has wider lanes and a less steep grade than the road it replaced.
- New KY 52 Beattyville bypass open to traffic
Monday, December 01, 2008 The new routing of KY 52 in Beattyville, bypassing downtown, is now open to traffic. Although construction is not complete, the project is at a point where drivers can now use the new facility.
As a result of the road being opened to through traffic, some traffic patterns that were in use during construction have changed.
- Wolfe Countians invited to learn more about Mountain Parkway widening project
Thursday, October 09, 2008 Wolfe County residents who want to learn more about the major widening project now underway on the Bert T. Combs Mountain Parkway will have an opportunity to do so on Monday, Oct. 20.
The Wolfe County Kiwanis Club will host representatives from the Kentucky Transportation Cabinet and others involved with the $48 million project during their regular meeting on Oct. 20. The meeting will begin at 6:30 p.m. at the Wolfe County Public Library, and members of the general public are invited and encouraged to attend to hear an update on the project.

Friday, April 11, 2008 The Kentucky Transportation Cabinet’s Department of Transportation Safety has a message for motorists traveling KY 15 in Breathitt, Perry and Wolfe counties: Wear your seat belts, obey the speed limit, and don’t drive while intoxicated.
To help reinforce that message and reduce the number of traffic accidents, the Cabinet's Drive Smart program will be coordinating a KY 15 Safety Corridor enforcement blitz in the three counties during a weeklong effort beginning Sunday, April 13.

Approximately 40 residents of the area and other concerned citizens attended the meeting at the Middle Fork Elementary School in Magoffin County to view a presentation by District 10 personnel and project consultants, receive information on the project, and provide their input into the design of this highway project. The project will realign approximately 1.5 miles of KY 30 between milepoint 37 in Breathitt County and milepoint 0.75 in Magoffin County to provide a straighter, wider and less steep route. Presently, the highway is narrow, crooked, steep and prone to slips and dropoffs.
- Bridge painting project on KY 15 to resume next week, traffic delays possible in Perry County
Monday, February 18, 2008 Work will resume next week on a $4.6 million project to paint and repair several bridges along the KY 15 corridor in Breathitt, Knott and Perry Counties.
Weather permitting, the project will resume in Perry County with work beginning on the bridge carrying KY 15 over KY 80 and KY 550 (Combs Road) and the North Fork of the Kentucky River north of Hazard.

Friday, December 14, 2007 On Thursday, Dec. 13, personnel from the Kentucky Transportation Cabinet Department of Highways District 10 office conducted a public informational meeting on the proposed reconstruction of the interchange of the Mountain Parkway and KY 1057 at Exit 18 in Powell County.
Approximately 20 residents of the area and other concerned citizens attended the meeting at the Clay City Elementary School to view a presentation by District 10 personnel and project consultants, receive information on the project, and provide their input into the design of this highway project.

Tuesday, December 04, 2007 Crews from the Kentucky Transportation Cabinet’s Department of Highways are preparing for the first predicted winter weather of the 2007-08 season. In anticipation of snow later this evening and tomorrow, crews are pre-treating highways in Breathitt, Estill, Lee, Magoffin, Menifee, Morgan, Owsley, Perry, Powell and Wolfe counties with brine to help combat accumulating shows should they occur.

Tuesday, December 04, 2007 Residents of Powell and nearby counties are invited to attend a public informational meeting to discuss a project to add an eastbound exit ramp and a westbound entrance ramp to the partial interchange at Exit 18 on the Bert T. Combs Mountain Parkway at Clay City.
The meeting will be held Thursday, Dec. 13 from 5 to 7 p.m. at Clay City Elementary School, 4901 Main Street, Clay City.

Monday, October 01, 2007 Drivers who use KY 11 and KY 15 between Slade and Stanton in Powell County should be aware of a traffic pattern change due to a bridge replacement project near Nada. Traffic has been diverted to a temporary bridge to carry KY 11 and KY 15 across the Middle Fork of the Red River. The existing bridge will be removed and replaced with a new $1.3 million span. The project location is 0.3 miles east of KY 1639, between Nada and Bowen.
- Transportation Cabinet to remove signs illegally placed on state right of way beginning Oct. 8
Friday, September 28, 2007 With the November general election slightly more than a month away, Kentucky Transportation Cabinet (KYTC) personnel are noticing illegally placed campaign signs appearing on state right of way on an increasing basis.
Since these signs can interfere with motorist safety and impede mowing and other maintenance operations along state roads, Highway Commissioner Marc D. Williams has directed maintenance personnel to remove these illegal encroachments on state rights of way. Candidates and their supporters who have improperly and illegally placed signs on state right of way should take notice that maintenance personnel in each of Highway District 10's 10 counties will be removing these signs beginning Monday, Oct. 8.

Friday, September 28, 2007 Motorists traveling KY 15 through Knott County between Hazard and Whitesburg should be prepared for delays in the vicinity of Carr Fork Lake, as work continues on a $4.6 million bridge maintenance and repair project in Knott, Perry and Breathitt counties. For approximately the next six weeks, traffic will be reduced to one lane and controlled by temporary traffic signals at the bridge carrying KY 15 across Carr Fork Lake at milepoint 5.63 in Knott County.

- Motorists Reminded to ‘Move It;' Quick Clearance Signs Installed Across Commonwealth
Monday, August 13, 2007 Motorists along Kentucky’s interstates and parkways, including the Bert T. Combs Mountain Parkway in Powell, Wolfe, Morgan and Magoffin counties, will soon be reminded to “move it” over to the emergency lane if they are involved in a minor fender bender. House Bill 272, known as the Quick Clearance Bill, was passed by the General Assembly and signed into law by Gov. Ernie Fletcher last year. It requires motorists to move damaged vehicles out of the traffic lanes of the interstate or parkway following an accident as long as there are no injuries and the vehicles are able to be moved.

Tuesday, June 05, 2007 Work will begin this week on a year-long project to reconstruct KY 699 between mile markers 0 and 2 in the Leatherwood area of Perry County.
In a unique public-private partnership, Blue Diamond Coal Company plans to conduct mining operations in the area and has agreed to relocate this stretch of KY 699. The new highway will eliminate nearly one mile of crooked, narrow roadway that has several breaks and embankment failures, and replace it with a road with wider lanes and a less steep grade.

- Seat Belt Usage Reminder Sign Installed At Estill County High School
Wednesday, May 23, 2007 Drivers leaving the grounds of Estill County High School now have another reminder to wear their seat belts. The Kentucky Department of Highways today erected a sign at the school to deliver the “buckle up” message to student drivers, faculty and staff members, and visitors to the school.
As part of the Transportation Cabinet’s Drive Smart program, the reminder sign was placed at the exit to the ECHS campus near Irvine. The goal is to encourage students, parents and school employees to follow Kentucky law and use their seat belts.

Monday, April 30, 2007 With the May primary election less than a month away, grass and flowers aren’t the only things beginning to sprout up along Kentucky’s highways. Kentucky Transportation Cabinet (KYTC) personnel are noticing illegally placed campaign signs appearing on state right of way on an increasing basis. Since these signs can interfere with motorist safety and impede mowing and other maintenance operations along state roads, Highway Commissioner Marc D. Williams has directed maintenance personnel to remove these illegal encroachments on state rights of way. Candidates and their supporters who have improperly and illegally placed signs on state right of way should take notice that maintenance personnel in each of Highway District 10's 10 counties will be removing these signs beginning Monday, May 7.

Monday, April 16, 2007 Spring is the time when flowers burst out of the ground and trees bloom, turning Kentucky’s hillsides into walls of bright colors.
It is also the time when orange cones and barrels sprout along the Commonwealth’s roadsides, as the highway construction season gets into gear.
That’s why the Kentucky Transportation Cabinet is stressing work zone safety this month in an effort to reduce the number of injury and fatality accidents in areas where construction and maintenance projects are ongoing. The effort is intended to protect motorists as well as construction workers.

- Temporary Traffic Signals Installed on KY 11 in Natural Bridge State Park Vicinity Due to Bridge Repairs
Monday, April 09, 2007 Motorists who use KY 11 in the vicinity of Natural Bridge State Resort Park in Powell County should be alerted to changing traffic patterns in the area due to construction work on the bridge leading to the park’s lodge.
Temporary traffic signals have been placed on KY 11 to control traffic on the bridge crossing the Middle Fork of the Red River. Traffic on the bridge will be restricted to one lane while repairs are being made to the bridge deck. Temporary signals have also been placed on the opposite side of the bridge, on the roads leading to the lodge and the sky lift.

Wednesday, February 21, 2007 Beginning Monday, March 5, contractors will begin demolishing buildings and removing underground storage tanks to clear right of way for the pending replacement of the Home Lumber Bridge on KY 451 in downtown Hazard. This work will result in the closure of Bridge Street for approximately one week. Also during this time, motorists can expect possible delays and lane closures on Main Street and High Street in the immediate area of the work zone.
- Work Begins on Mountain Parkway Bridge Project at Exit 72; Travel Delays Likely
Tuesday, February 20, 2007 Work is beginning this week on a $1.4 million safety improvement project to replace the deck of the bridge carrying the Bert T. Combs Mountain Parkway over KY 30 at Exit 72 in Magoffin County.
Motorists who travel the Mountain Parkway at this location can expect delays this week while construction crews place barrier walls and traffic signals to be used for traffic control during the project. Flaggers will periodically stop traffic while the setup work progresses this week.
Once the barrier walls and signals are in place, traffic in this area will be restricted to one lane and controlled with traffic signals for the next five to six months while the project is ongoing. One 16-foot travel lane will be provided as contractors remove the existing bridge deck, make modifications to the support piers, and construct a new bridge deck.

Thursday, January 25, 2007 Crews from the Department of Highways District 10 are out spot treating state highways in the district’s 10 counties this morning, as snow has arrived in the area.
Light to moderate snow is being reported across the region. Crews are treating trouble spots such as bridges, intersections, hills, curves and areas of high elevation. Minor snow accumulations are being noted on rooftops and grassy areas in the higher elevations, but roads are generally clear with wet pavement reported. Highways may be partly covered in a few isolated areas. Drivers should be alert to the possibility of encountering slick spots, and use extra caution on bridges and overpasses.

Wednesday, January 24, 2007 In order to enhance safety along an accident-prone stretch of KY 82 in Estill County, the Kentucky Transportation Cabinet today installed a new LED (light emitting diode) curve warning sign. This solar-powered LED-enhanced sign was placed near milepoint 4.5, just south of the Powell County line, for the benefit of northbound traffic in the vicinity of Salem Baptist Church. In addition, the advisory speed for this curve has been lowered from 35 mph to 25 mph

Friday, January 19, 2007 In anticipation of predicted winter precipitation over the weekend, crews from the Department of Highways District 10 are out pre-treating state highways in the district’s 10 counties this afternoon.
Crews are applying brine to the road surfaces. The salt water treatment makes it more difficult for snow to adhere to the pavement, thus making the initial accumulation easier for snowplows to remove. Areas being treated include known trouble spots such as bridges, hills, curves, intersections, elevated areas and “cold spots.”

The contract is for construction of a new KY 52 bypass on the north side of downtown Beattyville. The project will bypass a substandard railroad underpass that is prone to flooding, and will eliminate two at-grade railroad crossings in the city limits.

Thursday, May 25, 2006 Work has begun on a $700,516 resurfacing project on a heavily traveled highway in Magoffin County.
Contractors are removing reflective pavement markers along KY 114, Salyersville-Prestonsburg Road, this week in preparation for milling and paving operations. Milling is expected to begin Tuesday, May 30, along the 5.03-mile stretch of KY 114 between US 460 and the Floyd County line. Once the milling is complete, paving will begin.
Motorists on KY 114 can expect delays while the work is ongoing. It is expected to take at least two weeks to complete, weather permitting.
- Safety improvement project completed on KY 15 in Breathitt County
Tuesday, May 23, 2006 Work is nearly complete on a $175,000 highway safety improvement project approved by Governor Ernie Fletcher for Breathitt County.
Minor widening, paving and striping are finished on the project to add left turn lanes on KY 15 at its intersection with KY 1098 and KY 1812 near Quicksand. Guardrail will be installed in the next few days.

Tuesday, May 23, 2006 Motorists on KY 15 north of Hazard may experience delays for the next month as work begins on a safety improvement project.
A deceleration and turning lane will be added to northbound KY 15 at the entrance to Perry County Park Road. Following the excavation work necessary to complete that component of the project, the median traffic islands along that section of KY 15 between Perry County Park Road and the Hazard Bypass (Johnny Cox All-American Drive) will be removed and new drainage pipes installed. This will allow for a center left turn lane to be installed. This project will involve minor widening of KY 15, along with paving and striping to accommodate the new turn lanes. The work is expected to take approximately 30 days, weather permitting.

Monday, May 22, 2006 The 985 persons who lost their lives in 2005 on Kentucky highways were remembered today at the Junior Williamson Rest Area on the Bert T. Combs Mountain Parkway in Powell County. A bronze plate denoting the 985 fatalities last year, the most since 1973, was added to the monument at the rest area. Numbers of fatalities for the previous nine years are also listed on the plaque.

- KY 1096 in Perry County to reopen Monday
Wednesday, May 10, 2006 The Kentucky Transportation Cabinet will reopen KY 1096, Avawam-Fourseam Road, in Perry County at 8 a.m. on Monday, May 15. This road has been barricaded since January 2005 for reconstruction due to a major embankment failure between mile markers 5 and 6. It was officially closed to traffic several years ago, but had not been barricaded until repairs began last year.
- Double Fine Zone Now in Effect in KY 15 Construction Zone in Breathitt County
Wednesday, May 10, 2006 A double fine zone is now in effect along two sections of KY 15 between Jackson and Campton that are impacted by the KY 15 relocation project.
The speed limit was lowered to 45 miles per hour last fall at the northern and southern ends of the project, where the new alignment of KY 15 will connect with the current highway.
Now, as work moves closer to the existing road, barrier walls have been put in place and the double fine zone is in effect.

Monday, May 08, 2006 Mowing crews are sharpening their blades and taking to Kentucky roadways! The Kentucky Transportation Cabinet is in the process of dispatching state road crews and contract mowing crews to cover all 27,438 miles of Kentucky’s state maintained highways. Most state highways are mowed at least three times to assure that motorists have maximum visibility along the right-of-way. This year the number of mowing and litter removal cycles on primary roadways is being increased to improve the appearance of our roadsides.

The funding provides for grade, drain and high-type surface on this highway, which provides access from KY 15 to the consolidated elementary school serving southern Breathitt County.

The contract calls for resurfacing of 1.0 mile of KY 794, White Oak-Calloway Creek Road, from KY 1705 extending south to milepoint 1.0. Hinkle Contracting Co., Paris, was awarded the low-bid contract for $56,216. The work is scheduled to be completed by Nov. 30.

Tuesday, April 11, 2006 Motorists on KY 7 in Perry County are urged to use caution in the vicinity of mile marker 8 due to a shoulder failure. While two-way traffic is still being maintained in this area, drivers should slow down and be observant for oncoming traffic that may swerve into the opposite lane to avoid the dropoff. Emergency repairs to the shoulder failure will begin Wednesday, April 12 at 8 a.m. and will continue through the remainder of the week. When the repairs begin, traffic will be reduced to one lane and motorists should expect delays. There may be some temporary closures of KY 7 at this location while the work progresses.

The KY 15 Safety Corridor blitz will begin Saturday, April 15 and will run through Friday, April 21, which includes the Easter weekend. Special education and law enforcement activities will seek to increase compliance with Kentucky's traffic laws while decreasing crashes. This effort is aimed at cutting the number of accidents, injuries and fatalities along a highway that carries a high volume of personal and commercial traffic through Kentucky's mountains.

Monday, February 20, 2006 Beginning Wednesday, March 1, the Transportation Cabinet will start removing signs illegally placed on state right of way in the 10-county area of District 10. This includes the counties of Breathitt, Estill, Lee, Magoffin, Menifee, Morgan, Owsley, Perry, Powell and Wolfe. Signs to be removed include political signs and other business and promotional signs that encroach on the right of way of state highways. The signs will be removed for legal and safety reasons.

Friday, February 17, 2006 As part of an aggressive month-long campaign to emphasize the importance of child passenger safety seats, certified safety seat experts from the Transportation Cabinet’s Division of Driver Safety and Drive Smart program will visit two counties in District 10 next week. All parents are invited to stop by the checkpoint and have their child passenger safety seats inspected for proper installation and to get other safety tips for their children. Inspections will take place on Thursday, Feb. 23 in Breathitt County at the Jackson Fire Department, 11 Fire Station Lane, from 10 a.m. to 1 p.m.; and on Friday, Feb. 24 in Estill County at the Estill County Fire Department's Clear Creek Station; 202 Whispering Woods Lane, from 11 a.m. to 2 p.m. Each inspection will last approximately 20 minutes.

Tuesday, January 17, 2006 Employees of the Department of Highways District 10, based in Jackson, always show their "Unbridled Spirit" when it comes to giving the gift of life and donating blood. In partnership with the Central Kentucky Blood Center, District 10 sponsors several blood drives each year at the district office. These drives usually draw employees from facilities in each of the district's 10 counties -- Breathitt, Estill, Lee, Magoffin, Menifee, Morgan, Owsley, Perry, Powell and Wolfe -- as well as district office personnel. In 2005, District 10 employee donations totaled 3 percent more units of blood than during the previous year.
- KY 77 in Powell County to be Closed for Repairs Jan. 24-25
Thursday, January 12, 2006 The Kentucky Department of Highways will close KY 77 in Powell County near the Red River bridge, just south of the Menifee County line, on Tuesday and Wednesday, Jan. 24-25. This closure is necessary to repair an embankment failure and break in pavement. Steel will be driven at this location to stabilize the break. The size of the drilling equipment to be used, coupled with the narrow width of the road in this location, make it impractical to maintain traffic while repairs are ongoing.
- Long delays likely on KY 52 in Lee County at Sharp Rock for construction blasting
Thursday, January 12, 2006 Motorists on KY 52 east of Beattyville in Lee County will encounter long traffic delays for blasting on a $3.7 million safety improvement project at Sharp Rock. Today at noon, contractors will close the road for blasting and cleanup of debris. This closure will last until approximately 3 p.m. Similar closures can be expected intermittently over the course of the next three or four weeks as work on the rockfall mitigation project continues.

Friday, October 21, 2005 Motorists in Lee County should be alert to a changing traffic pattern on KY 52, Beattyville-Jackson Road, as a $3.7 million safety improvement project gets underway.
In order to begin construction on the rockfall mitigation project at Sharp Rock, workers will begin installing barrier walls within the project limits next week. This will reduce KY 52 in this area to one lane. The flow of traffic in this single-lane section will be regulated by temporary traffic signals that will be activated once work on the barrier wall placement begins. Drivers in this area should be alert to the presence of the signals and watch for them to be put into service. Motorists may encounter delays in this area and should plan their trips accordingly. Travel between Beattyville and Jackson will be affected.

This closure is located 0.7 miles from KY 15 and will be in effect from 7 a.m. Wednesday, Aug. 31 through 4 p.m. Friday, Sept. 2.
- Repairs on KY 1096 in Perry County proceeding; plans to reopen highway are still in effect
Tuesday, August 16, 2005 Repairs on a closed portion of KY 1096, Avawam-Fourseam Road in Perry County, are ongoing, according to representatives of the Kentucky Transportation Cabinet. Plans to reopen the highway after these repairs are complete are still in effect. The highway has been barricaded and closed to traffic between mile markers 5 and 6 since January so repairs can be made to a major embankment failure and break in pavement. The road was officially closed to through traffic several years ago, but local traffic had continued to use the road since no permanent barriers were in place.

Funding in the amount of $2.5 million has been released for right of way acquisition for a project to reconstruct a portion of KY 89 near Irvine. This project will improve KY 89, Irvine-Winchester Road, from the north city limits of Irvine to Estill County High School, a distance of two miles. Funding in this authorization covers the priority section between the Irvine bypass and the high school.

Monday, June 27, 2005 On Thursday, June 23, personnel from the Kentucky Transportation Cabinet Division of Planning conducted a public information meeting on possible improvements to highways in Estill and Powell counties in District 10 and Clark County in District 7, to enhance access to proposed power plants at Trapp and Irvine. Approximately 50 residents of the area and other concerned citizens attended the meeting at Estill County High School to view a presentation by Division of Planning personnel, receive information on the proposals, and provide their input into the design of this potential highway project.

Thursday, June 02, 2005 Contractors for the Kentucky Transportation Cabinet will be installing new traffic signals at the intersection of the Hal Rogers Parkway and Morton Boulevard/Dawahare Drive in Hazard on Sunday, June 5. In order to complete this project, the existing signals at the intersection will be turned off starting at 6 a.m. During the installation, a four-way stop will be in effect at the intersection, and traffic will be directed by flaggers. Temporary stop signs will be placed at the intersection while the work is ongoing. The project is expected to be completed around 4 p.m. that day.

Wednesday, May 04, 2005 Orange "Road Work Ahead" signs are in place, and construction is underway on a project to improve the state’s transportation network in Perry County. Mid-America Bridge Co., Inc. began work Tuesday, May 3 on a $271,818.80 project to restore and waterproof the decks of two bridges on KY 15 near Jeff, south of Hazard. The bridges cross the North Fork of the Kentucky River at mile marker 5.84, and KY 7 and the CSX Transportation railroad at mile marker 5.96. They are located just south of the intersection of KY 15 and KY 7 and the old Dilce Combs High School. Traffic from Hazard to Vicco, Whitesburg and Jenkins, and vice versa, will be impacted.

Monday, May 02, 2005 The Kentucky Transportation Cabinet plans to close KY 7, West Liberty-Sandy Hook Road, just north of West Liberty for two days this week to remove construction debris from the area. The closure is necessary to remove rocks dislodged in blasting operations near mile marker 1. A new alignment of heavily traveled KY 7 is being built between the route’s intersections with US 460 and KY 519. This represents a $14 million investment in the highway infrastructure of Morgan County and the region.
- Drivers Urged to Slow Down, Use Caution in Work Zones
Friday, April 29, 2005 It might seem a bit strange to set up a desk and a computer in the middle of a construction zone and call it your workstation. But in essence, that’s what hundreds of employees of the Kentucky Transportation Cabinet and its many contractors do every day when they report to work, as they strive to improve the Commonwealth’s network of highways. Tim Henderlight, executive director of the Transportation Cabinet’s Office of Rural and Secondary Roads, made that point in a very visual way today as he set up a desk in the middle of a road construction project in Breathitt County. Henderlight discussed the importance of highway work zone safety in a press conference attended by area media representatives, elected officials, and highway workers from local and state governments and contractors.

Tuesday, April 26, 2005 Orange "Road Work Ahead" signs are in place, and construction is about to begin on several projects to improve the state’s transportation network in Estill County. Hinkle Contracting Corp. is set to start work this week on 10 separate paving projects totaling 22.65 miles. The work was awarded in three contracts totaling more than $1.3 million. When the $225,000 recently authorized for construction of a center turn lane on KY 52 in West Irvine is included, this represents an investment of more than $1.5 million in the transportation infrastructure of Estill County.

Mountain Enterprises has begun a $101,097 project to resurface 0.51 miles of KY 15 Business, Memorial Drive in Hazard, from the beginning of the four-lane portion of the highway to KY 2451, near the Hazard basketball and tennis courts. Traffic in downtown Hazard will be impacted.
- Department of Highways Plans to Remove Beaver Dam Along US 460 to Protect Highway, Adjacent Property Owners
Thursday, April 21, 2005 Personnel from the Kentucky Department of Highways intend to remove a beaver dam in Morgan County. The dam is located on Little Caney Creek alongside US 460 in the Greear community, west of West Liberty. Tentative plans are for the dam to be removed Friday, April 22.
- Monday Inspection Will Result in Lane Closures, Traffic Delays on Irvine Bridge
Thursday, April 21, 2005 Kentucky Transportation Cabinet personnel will be conducting an in-depth inspection of the bridge carrying KY 52 across the Kentucky River in Irvine on Monday, April 25. One lane of the bridge will be closed at a time, resulting in probable traffic backups. This is a regularly scheduled routine inspection, done as part of the Cabinet’s ongoing efforts to ensure the safety of all state-maintained bridges in the Commonwealth.
- Department of Highways issues friendly reminder of need for permits for driveway connections on state roads
Monday, April 18, 2005 Personnel from the Department of Highways District 10 constantly monitor the district’s highway mileage for unsafe conditions. In recent weeks, district personnel have noticed an increasing number of driveway connections along state highways that have not been approved via the permitting process established in the Kentucky Revised Statutes to ensure these private entrances are placed so that safety is enhanced. Property owners are reminded that in accordance with state law, driveways can be established on state highways only after the proper permit has been obtained from the Department of Highways.

Thursday, April 14, 2005 In order to replace two cross drains, the Kentucky Department of Highways will close a portion of KY 191 in Morgan County for brief periods of time next week. The closure spot is between mile markers 10 and 11, which is in the vicinity of the Malone community.
- Kentucky Transportation Cabinet announces work to begin on replacing District 10 traffic signal bulbs with LEDs
Thursday, April 14, 2005 Contractors will be in the 10-county District 10 area next week to complete the process of replacing incandescent bulbs in traffic signals with light emitting diode (LED) units. Work will begin Monday in Morgan and Estill counties, then will proceed to seven other counties in the district. All traffic signals in Breathitt County have already been converted, and approximately 75 percent of the signals and flashers in Perry and Morgan counties have been converted, so the bulk of the upcoming conversion work will take place in Estill, Lee, Magoffin, Menifee, Owsley, Powell and Wolfe counties. The entire project is expected to take seven to 10 days to complete.

- Transportation Cabinet, Morgan County Fiscal Court Begin Pilot Project For Snow Removal
Friday, January 21, 2005 The Kentucky Transportation Cabinet and the Morgan County Fiscal Court have begun a pilot project in which the county road department will remove snow and ice from selected state highways designated as "Priority C" for snow removal.
Under the agreement, the state will pay the county a set fee each month for snow and ice removal duties. Once winter is over, the project will continue with mowing duties on these routes being undertaken by the county.

Friday, January 21, 2005 The Department of Highways District 10 hosted a meeting Friday, Jan. 14, with local officials in the district’s 10 counties, state Transportation Cabinet representatives and key managers and employees of the district.
Officials were briefed on highway construction projects underway or in the planning stages in their counties, and had the opportunity to discuss their maintenance and construction needs with Department of Highways staff members. Publications detailing construction work completed in 2004 or scheduled for 2005, and long-term projects in the Six-Year Road Plan, were provided to the visitors.
