Governor Fletcher Appoints Liebman to Arts Council Board, Names Lowe as Chair

FRANKFORT, Ky. – Governor Ernie Fletcher has appointed Phyllis Combs Liebman, Frankfort, to the governing board of the Kentucky Arts Council to serve for the unexpired term of Board Chair Robert Gable.  Liebman will serve for the remainder of the term, which expires February 1, 2008.  Board member Todd P. Lowe, Louisville, will assume the chairmanship. Gable has resigned to return to active management of his family business.  

Liebman most recently served as communications director for the Commerce Cabinet and cabinet liaison to the Arts Council before her retirement in 2004.  Liebman had a lifetime career at IBM and subsequently Lexmark as director of public affairs and community relations.  She was also instrumental in the formation of the Lexington Arts and Cultural Council.

Lowe is the president of the investment advisory firm Parthenon LLC and brings a wealth of professional and arts advisory experience to the Arts Council. He has served as President of the Board of Directors for Actors Theatre, President of the Board of Directors of Kentucky Citizens for the Arts, President of the Louisville Jazz Society and is currently vice-chair of the Southern Arts Federation and Chairman of the Partnership for Creative Economies, metropolitan Louisville.

The Kentucky Arts Council is a state agency in the Commerce Cabinet that invests in programs that develop vibrant communities, provide lifelong education in the arts and support arts participation.  Every $1 in grant funds awarded by the Kentucky Arts Council helps grantees secure $15 in earned income and matching funds from individuals, philanthropic sources and other levels of government. Kentucky Arts Council funding is provided by the Kentucky State Legislature and the National Endowment for the Arts, a federal agency, which believes that a great nation deserves great art.
