(FRANKFORT, Ky.)--- The Kentucky State Police announced the promotion of 31 officers at a special ceremony held today at the Kentucky History Center in Frankfort. One colonel, three lieutenant colonels, four majors, five captains, seven lieutenants and 11 sergeants were commissioned.

Lt. Col. Rick Stiltner was promoted to colonel and appointed Deputy Commissioner. Maj. Dean Hayes was promoted to lieutenant colonel and named Director of Operations. Maj. Joe West was promoted to lieutenant colonel and named Director of the KSP Administrative Division. Maj. Shelby Lawson, Jr. was promoted to lieutenant colonel and named Director of the KSP Technical Services Division.

Capt. Alecia Webb-Edgington was promoted to major and named Chief Information Officer, Technical Services Division. Capt. Jeff Hancock was promoted to major and named West Troop Commander. Capt. Mitch Bailey was promoted to major and named East Troop Commander. Capt. Wayne Mayfield was promoted to major and assigned to the Technical Services Division, Forensic Labs.

Lt. Jerry Bailey was promoted to captain and assigned to the KSP Post 10 in Harlan as commander. Lt. Jack Miniard was promoted to captain and assigned to Internal Affairs as commander. Lt. Charles Fritz, Jr. was promoted to captain and assigned to Special Operations as commander. Lt. William Sullivan was promoted to captain and will remain assigned to the Intelligence Branch as commander. Lt. Jeffrey Mayberry was promoted to captain and assigned to KSP Post 3 in Bowling Green as commander.

Sgt. Dwayne Depp was promoted to lieutenant and will remain assigned to the Human Resources Branch at KSP headquarters in Frankfort. Sgt. Tony Terry was promoted to lieutenant and assigned to KSP Post 12 in Frankfort. Sgt. Leslie Smith was promoted to lieutenant and will remain assigned to KSP Post 10 in Harlan. Sgt. David Crafton was promoted to lieutenant and assigned to KSP Post 3 in Bowling Green. Sgt. Eric Davis was promoted to lieutenant and assigned to KSP Post 8 in Morehead. Sgt. Gregory Motley was promoted to lieutenant and assigned to KSP Post 13 in Hazard. Sgt. Shannon West was promoted to lieutenant and assigned to KSP Post 9 in Pikeville.

The following troopers were promoted to sergeant:

Michael Romagnoli, remains assigned to KSP Post 4 in Elizabethtown

Robert Knifley, assigned to KSP Post 3 in Bowling Green

Glenn Dalton, assigned to KSP Post 3 in Bowling Green

John Hunt, assigned to KSP Post 4 in Elizabethtown

Brent White, remains assigned to KSP Post 2 in Madisonville

Robert Conn, assigned to KSP Post 16 in Henderson

Joel Woods, assigned to KSP Academy in Frankfort

Terry Whittaker, assigned to KSP Post 16 in Henderson

Robert Prater, assigned to KSP Post 16 in Henderson

Michael Concaugh, assigned to KSP Post 1 in Mayfield

Jeremy Thompson, assigned to KSP Post 1 in Mayfield
