Governor Ernie Fletcher Appoints Court of Appeals Judge for 3rd Appellate District
James Howard appointed to serve remainder of term
FRANKFORT, Ky. – Governor Ernie Fletcher has appointed James I. Howard, of Edmonton, as Court of Appeals Judge for the 3rd Appellate District, Division 1.
Howard is a practicing attorney. He received a bachelor’s degree in sociology from Asbury College and a juris doctor degree from the Duke University School of Law. Howard is a member of the Wesley Biblical Seminary Board of Trustees, the Horse Cave Lions Club and the Kentucky Bar Association. He serves as a deacon at Edmonton Baptist Church and is married to Sharon Bowles Howard.
The 3rd Appellate District consists of Adair, Bell, Casey, Clay, Clinton, Cumberland, Estill, Green, Jackson, Knox, Laurel, Lee, Leslie, Lincoln, Marion, McCreary, Metcalfe, Monroe, Nelson, Pulaski, Russell, Rockcastle, Taylor, Washington, Wayne and Whitley counties. The seat was left vacant following the 2006 general election. Howard will serve until the seat is filled by general election in November.
