Governor Ernie Fletcher Reappoints Members to the Kentucky Board of Barbering

FRANKFORT, Ky. - Governor Ernie Fletcher reappointed Noel Eugene Record, of Cold Spring, and Hartsel H. Stovall, of Owensboro, to the Kentucky Board of Barbering.

Record is a barber, who received his barbering education from Moler Barber College.  Record represents union barbers.  He is married to Virginia B. Record.

Stovall is a self-employed barber.  He graduated from the Kentucky College of Barbering. Stovall represents non-union barbers.  He is married to Rita A. Stovall.

The Kentucky Board of Barbering is made up of five gubernatorial appointees.  The board is charged with making periodic inspections of barber shops and barber schools in assigned areas, determining whether each individual and business has the required license. The board follows up on complaints regarding those individuals working without licenses and investigates other violations of the law and requirements established by the board.
