Governor Beshear Appoints Members to Sex Offender Risk Assessment Advisory Board
FRANKFORT, KY – Governor Steve Beshear has appointed the following members to the Sex Offender Risk Assessment Advisory Board to serve during the governor’s incumbency:
- Martin J. Smith, of Anchorage, is a psychologist for the Kentucky State Reformatory in LaGrange. He represents mental health professionals. The appointment replaces James Van Nort.
- Julie Kraus Hideg, of Paducah, is a clinical psychologist in private practice at Psychological Associates of Paducah, Inc. She represents mental health professionals. The appointment replaces Randy Hultberg.
- Joseph C. Carlton, of Fisherville, is the assistant clinical director at Family Place, a child abuse treatment agency in Louisville. He represents mental health professionals. The appointment replaces Charles G. Thomas.
- Kevin Pangburn, of Floyds Knob, Ind., is the director for the Division of Mental Health and Substance Abuse for the Kentucky Department of Corrections. He will serve as an ex-officio member due to his work with the Department of Corrections. The appointment replaces Richard T. Purvis.
- Robert Taylor, of Stanford, is a parole officer for the Kentucky Department of Corrections. He represents probation and parole officers. The appointment replaces George Masterson.
- James Van Nort, of Louisville, is a psychologist and program administrator for the Kentucky State Reformatory in LaGrange. He will serve as an ex-officio member due to his role as the program administrator of the Sex Offender Treatment Program. The appointment replaces Katherine D. Peterson.
- Rae C. Williams, of Lexington, is a health program administrator for the Department of Mental Health and Mental Retardation. She will serve as an ex-officio member due to her role as the designee for the commissioner of the Department for Mental Health and Mental Retardation Services. The appointment replaces Rashmi Adi-Brown.
The governor has also reappointed the following as members of the board to serve during the governor’s incumbency:
- Keth Zimmerman-Hicks, of Somerset, is a corrections program administrator for the Kentucky Department of Corrections. He represents mental health professionals.
- Laura M. Kinney, of Edgewood, is the rural services director for the Women’s Crisis Center in Florence. She represents professionals working in an agency which provides services to adult or child victims of sex offenses.
- Christie I. Floyd, of Louisville, is the assistant attorney for the Jefferson County Office of the Commonwealth Attorney. She represents advocacy groups with a demonstrated interest in the welfare of victims of sex offenses.
- William M. Heffron, of Lexington, is an associate professor of Psychiatry at the University of Kentucky and the chief of Mental Health Services for the Department of Juvenile Justice. He will serve as an ex-officio member due to his work with the Department of Juvenile Justice.
The Sex Offender Risk Assessment Advisory Board approves providers who conduct comprehensive sex offender presentence evaluations and treatment. The board develops comprehensive sex offender presentence evaluations that shall be used by approved providers in assessing the risk of recommitting a sex crime by a sex offender, the threat posed to public safety, amenability to sex offender treatment and the nature of the required sex offender treatment.
