Green River Area Development District (GRADD) was awarded the 2006 Spirit of Kentucky Award at the 31st Annual Governor’s Local Issues Conference held September 14-15, 2006, at the Galt House East in Louisville.  The Spirit of Kentucky Award is given to an organization who submits a current project that demonstrates the effective coordination of government resources for multiple government entities.  The award was given for the ConnectGRADD project.                     

The project was a collaborative effort of the seven-county GRADD region: Daviess, Hancock, Henderson, McLean, Ohio, Union and Webster counties, and ConnectKentucky.  Each of the counties has areas that are underserved in terms of broadband accessibility.  In order to be more cost effective, GRADD communities came together to determine the best way to serve these areas while sharing existing resources.

According to the application submitted by ConnectKentucky, “ConnectGRADD has influenced a dynamic dialogue that not only considers broadband and technological needs of communities, but also expands the perceptions of regional possibilities and opportunities for cooperation.  By embracing a regional approach, ConnectGRADD touts the notion that solutions are not always found within traditional geographic boundaries.  Actions taken as an extension of this notion serve as examples to neighboring regions and beyond.”

A total of 16 Spirit of Kentucky Award nominations were submitted by various organizations.  Each project was judged by the following criteria: 

 1.  Demonstration of interlocal cooperation and opportunity for     fiscal efficiency.

 2.  Creativity and innovation.

 3.  Participation, effort and interest required.

 4.  Equitable, representative and cooperative funding participation.

 5.  Savings/benefit/value derived for government units.

The Spirit of Kentucky Award is given annually at the Governor’s Local Issues Conference.  The Governor’s Local Issues Conference is made possible through the Kentucky Local Issues Board, a non-profit organization comprised of members from the Kentucky Association of Counties (KACo), the Kentucky Council of Area Development Districts (KYCADD), the Kentucky County Judge/Executive Association (KCJEA), the Kentucky League of Cities (KLC) and the Kentucky Magistrates and Commissioners Association (KMCA).
