New Commonwealth’s Chief Information Officer Selected

New Commonwealth’s Chief Information Officer Selected Baughn will also serve as Commissioner of the Commonwealth Office of Technology
FRANKFORT, KY – Finance and Administration Cabinet Secretary Jonathan Miller today announced the appointment of Philip Baughn as the Commonwealth’s Chief Information Officer and Commissioner of the Commonwealth Office of Technology (COT).
Baughn is considered an outstanding leader who has a deep understanding of technology and software business solutions. Business leaders and CEOs he has worked with describe Baughn as a solid businessman and entrepreneur who has the vision and foresight to execute the things that matter most.
Baughn is a former employee of Gray Construction, Lexington, where he restructured information technologies to align with Gray’s strategic business future. He was also group director for operations and technology for the Council of State Governments in Lexington. More recently Baughn served as executive vice president and chief information officer at TrakPro Software, an early innovator in GPS-based vehicle tracking and remote asset management. Baughn was also vice president for marketing and strategic direction at SCT Corporation, now know as SunGard Data Systems, Inc., one of the world’s leading software and IT services companies.
“I am elated to have Phil join my team,” said Sec. Miller. “Phil brings a wealth of experience in information technology leadership and corporate management. Working together, we will continue to improve the efficiency of IT activities across state government.”
Finance and Administration Deputy Secretary Lori Flanery has been filling in as interim Commissioner of COT and says she is pleased to hand over the reigns to someone with Baughn’s qualifications.
“Phil understands technology and how it can improve productivity,” said Flanery. “We are expecting great things and know he will be a valuable resource to our administration.”
Baughn is a graduate of Florida State University where he majored in pre-law and finance.
Baughn and his wife, Ann, reside in Lexington.
Baughn’s first day on the job will be Thursday, July 16, 2009.
