Draft permits for nine swine-feeding operations in western Kentucky available for public comment

FRANKFORT, Ky. (April 26, 2006) - The Kentucky Division of Water (DOW) is accepting public comment on draft permits for nine swine-feeding operations in Fulton, Hickman and Carlisle counties. Applications, nutrient management plans and the draft permits are available for review and public comment through May 22, 2006.

Each facility plans to manage approximately 4,960 hogs in barns with liquid animal waste handling pits below each barn. The animal waste is to be managed through land application in accordance with the nutrient management plan. Direct discharge to surface water would be prohibited.

The DOW received permit applications for the facilities between June 2 and Aug. 31, 2005. The DOW has previously received public comment on the permit applications and held a 30-day public comment period that ended with a public hearing Nov. 3, 2005, at Hickman, Ky. Deficiencies were identified in the original applications and nutrient management plans. The Division of Water received updated permit applications and nutrient management plans for the facilities on March 15, 2006. The DOW has tentatively determined that the updated applications meet regulatory requirements.
