Frankfort, Ky. -- Brig. Gen. John W. Heltzel and members of the Kentucky Army National Guard will gather for an announcement about recruiting and retention for the past year. The event will take place at 1 p.m. EDT October 29, 2008 on the Capitol Building steps in Frankfort. The inclement weather location is the Capitol Building Rotunda.
