Horton Promoted to Western Region P&P Branch Manager
Frankfort, KY – Kentucky Department of Corrections’ Director of the Division of Probation and Parole Lelia VanHoose today announced the promotion of Joy Horton to Western Region Branch Manager for the Division. The Western Region encompasses Probation & Parole Districts 1, 2, 3, 5, 13, 16, and 19 which includes 44 counties from Jefferson to Fulton.
“Joy Horton has proven herself to be a hard working and dedicated professional,” said VanHoose. “Her commitment to the Department of Corrections and Division of Probation and Parole is the essence of what we need in our leaders. I look forward to working with her as we strive to continuously improve our division.”
Horton began her career in Corrections in September 1990 by serving as an institutional parole officer (IPO) at Dismas House in Owensboro and as a pre-sentence investigation writer. She was promoted to assistant supervisor of District 13 (Owensboro) in March 1999 and to the supervisor’s position six months later.
A graduate of Kentucky Wesleyan College with a degree in education, Horton received her master’s in education from Western Kentucky University. She worked in public and private education for 20 years before her career in the Corrections field. Horton is active in community service organizations in Daviess County. She is currently a member of the Owensboro Rotary Club and was associated with Girls Inc., for 16 years, and United Way for over 10 years. She is a member of First Baptist Church in Owensboro. Horton and her husband of 38 years, Bill, have one son, Clay.
