Governor Fletcher Authorizes Use of Available Discretionary Funds for Horse Park Projects
Funding will allow work to begin on projects needed for World Equestrian Games
FRANKFORT, Ky. – Governor Ernie Fletcher has authorized the Kentucky Commerce Cabinet to use their limited available discretionary funds to immediately begin the design phase of the outdoor stadium and other projects needed at the Kentucky Horse Park to prepare for the 2010 Alltech FEI World Equestrian Games.
The Governor made the authorization today in a letter to Commerce Cabinet Secretary George Ward. The letter comes as a result of the Kentucky General Assembly’s 2007 Legislative Session adjourning Tuesday evening without passing appropriations to fund these projects. House Bill 262, which stalled in the House, would have authorized Horse Park Commission bond funds for an indoor arena, outdoor stadium, roads and pedways.
“The Commonwealth must and will fulfill its obligations to FEI and the Alltech FEI World Equestrian Games,” Governor Fletcher said in the letter. “Therefore, I am still seriously considering a call to the General Assembly for a special legislative session in the near future to address the need for full appropriations for the projects at the Kentucky Horse Park. However, in order to prevent a delay between now and the date of the special session, I believe it is imperative to go ahead and commence with the design process at this time.”
