Attorney General Conway Announces Arrest of Former Florida Teacher in Cybercrimes Sting Operation

Attorney General Jack Conway and the Florida Department of Law Enforcement today jointly announce the arrest of a Florida man following an undercover investigation and sting operation. An investigator with General Conway's Cybercrimes Unit today arrested 58-year-old Dale Chisena Sr., a retired second grade teacher from Orange County, Fla., at Lexington's Blue Grass Airport as the man prepared to meet a juvenile for sexual relations.

Chisena was lodged in the Franklin County Detention Center on a $400,000 full cash bond. He is charged with four counts of unlawful use of electronic means to solicit a minor for prohibited activity (KRS 510. 155), a Class D felony.

As part of an undercover investigation involving active child pornography cases in Kentucky, Cybercrimes investigators in the Attorney General's Office on Jan. 28, 2011, came in contact with a Florida man soliciting sex with minors on the Internet. The Cybercrimes Unit, a member of the Internet Crimes Against Children (ICAC) Task Force, worked with other ICAC partner agencies to trace the online username.

Special Agent Yesenia Baron with the Florida Department of Law Enforcement confirmed that the username had been associated with Dale Chisena Sr., a suspect she had arrested in Florida in March 2010. Chisena, a second grade teacher for more than 30 years, was charged in April 2010 with two counts of possession of child pornography. After posting a $60,000 bond, Chisena was placed on home confinement and ordered to have no contact with children.

Chisena purchased an airline ticket to Lexington, Ky. earlier this week after he made arrangements to have sex with what he believed to be a minor child. Chisena had actually been chatting online with an investigator in General Conway's Cybercrimes Unit.

The Attorney General's Cybercrimes Investigators worked closely with the Florida Department of Law Enforcement as well as Blue Grass Airport Police as part of the sting operation.

A charge is merely an accusation and a defendant is presumed innocent until and unless proven guilty.
