Gov. Beshear Announces more than $1.2 Million in Grants for Recovery from 2009 Ice Storm

FRANKFORT, Ky. – Gov. Steve Beshear and the Department for Local Government (DLG) today announced 17 Community Emergency Relief Fund (CERF) grants totaling more than $1.2 million to assist with disaster recovery costs resulting from the ice storm that struck the Commonwealth in January 2009.

“Although the ice storm occurred in the winter of 2009, the effects are still being felt by counties across the Commonwealth,” said Gov. Beshear. “These CERF grants will ensure that communities are able to recoup costs from the damage, which is especially critical as financially strapped local governments work to meet their budgets.”

“This storm was no small event, causing more than 760,000 households to lose power — the largest outage in state history — and 36 deaths,” said DLG Commissioner Tony Wilder. “It also left a costly trail of hazards and debris in its wake, and we are glad to be able to assist the many communities that are still recovering.”

The CERF grants will help communities with some of their costs from storm clean-up and debris removal.

CERF grants, which are administered by DLG, are an extension of the Community Development Block Grant (CDBG) program, which is funded through the U.S. Department of Housing and Urban Development (HUD).  Kentucky’s U. S. Congressional leaders’ continued support of the CDBG program has made the funding available nationally, as well as within the Commonwealth.  CERF funds are available to communities that have experienced a disaster and have a Declaration of Emergency from the Governor.

The CERF grant recipients may not seek reimbursement from any other entity, such as the Kentucky Transportation Cabinet, FEMA or Kentucky Division of Emergency Management, for specified disaster expenses reimbursed with CERF grant money.
