Governor Beshear makes appointments to Boards and Commissions
FRANKFORT, Ky. – Gov. Steve Beshear has made the following appointments to Kentucky boards and commissions:
Gov. Beshear has appointed the following members to the Governor’s Minority Empowerment, Business Affairs and Economic Development Council to serve for terms expiring April 1, 2013.
- Carl Felix, of Frankfort, is an executive at Bluegrass Family Health. The appointment replaces Jose Andy Cabellos, whose term has expired.
- Marilyn Cordova-Winchell, of Prospect, is president of Cordova Flooring Contractors LLC. The appointment replaces Robert S. Peters, whose term has expired.
The governor has reappointed Mitchell Payne to the council to serve for a term expiring April 1, 2013.
- Mitchell Payne, of Louisville, is an administrator at the University of Louisville.
Gov. Beshear has appointed Kathleen Sheppard-Jones to the Kentucky Assistive Technology Loan Corporation Board of Directors to serve for a term expiring Feb. 25, 2014.
- Kathleen Sheppard-Jones, of Nicholasville, is a disability program administrator at the University of Kentucky. He represents public members. The appointment replaces Travis M. Scott, whose term has expired.
The governor has reappointed Jerry S. Wheatley to serve on the board for a term expiring Feb. 25, 2014.
- Jerry S. Wheatley, of Louisville, is self-employed. He represents public members.
Gov. Beshear has appointed the following members to the Commission on Fire Protection Personnel Standards and Education to serve for the remainder of the unexpired terms ending July 16, 2011.
- Jennifer Corey Schott, of Union, is a forensic pathologist with the Hamilton County Coroner’s Office. The appointment replaces Tracey Handy, who has resigned.
- David Patrick Stump, of Ashland, is fire fighter with the Ashland Fire Department. The appointment replaces Kevin Thomas Williams, who has resigned.
Gov. Beshear has appointed the following members to the Kentucky Board of Interpreters for the Deaf and Hard of Hearing to serve for terms expiring Oct. 1, 2013.
- Joy L. Kiser, of Frankfort, is an administrative branch manager for the Department for Local Government. She represents consumers. The appointment replaces Timothy Edward Owens, whose term has expired.
- Daniel Roush, of Berea, is a professor at Eastern Kentucky University. He represents certified practicing interpreters. The appointment replaces Teresa Moon Flaherty, whose term has expired.
- Timothy Edward Owens, of Louisville, is a part-time professor at the University of Louisville. He represents certified practicing interpreters.
Gov. Beshear has appointed Terri C. Alderman to the Tourism Development Finance Authority to serve for a term expiring Jan. 31, 2014.
- Terri C. Alderman, of Wallingford, is the executive director of the Morehead Tourism Commission. The appointment replaces Marvin Lee Wilson, whose term has expired.
The governor has reappointed Tom Caradonio to the authority to serve for a term expiring Jan. 31, 2014.
- Tom Caradonio, of Covington, is president of the Northern Kentucky Convention Bureau.
Gov. Beshear has reappointed the following members to the State Advisory Committee for the Land and Water Conservation Fund to serve for terms expiring March 8, 2012.

- Nicholas C. Hazel, of Campbellsville.

Gov. Beshear has reappointed Jill D. Tiedt to the Kentucky Airport Zoning Commission to serve for a term expiring Feb. 8, 2014.

Gov. Beshear has appointed the following members to the Kentucky Agency for Substance Abuse Policy Board.
- Connie R. Smith, of Waddy, is a health program administrator for the Cabinet for Health and Family Services. She represents the Division of Mental Health and Substance Abuse. The appointment replaces Donna Hillman.
- Terry Holliday, of Frankfort, is the commissioner of the Kentucky Department of Education. He represents the Kentucky Department of Education. The appointment replaces Kevin Miles Noland.
Gov. Beshear has reappointed Linda H. Gleis to the Kentucky Spinal Cord and Head Injury Research Board to serve for a term expiring Jan. 31, 2014.
- Linda H. Gleis, of Louisville, is a physician. She represents the Kentucky Medical Association.
Gov. Beshear has appointed the following members to the Hopkinsville Community and Technical College Board of Directors.
- Phillip Donald Back, of Hopkinsville, is a retired educator. The appointment replaces Madelyn Clark, whose term has expired. Back shall serve for a term expiring Jan. 26, 2016.
- Jackie G. Jones, of Hopkinsville, is the owner of TJ’s Enterprises. The appointment replaces Alvis R. Rochelle Jr., who has resigned. Jones shall serve for the remainder of the unexpired term ending Sept. 2, 2011.
Gov. Beshear has appointed Joseph Grant Evans to the Hazard Community and Technical College Board of Directors to serve for a term expiring May 15, 2014.
- Joseph Grant Evans, of Hazard, is a manager with James River Coal Company. The appointment replaces Jenny Edmonds, who has resigned. Evans shall serve for the remainder of the unexpired term ending May 15, 2014.
Gov. Beshear has appointed Stephen R. Harris to the Kentucky Oil and Gas Conservation Commission to serve for a term expiring Jan. 21, 2014.
- Stephen R. Harris, of Wayland, is a civil engineer with R. M. Johnson Engineering Inc. He represents residents of eastern Kentucky. The appointment replaces Donald Wallen, whose term has expired.
Gov. Beshear has appointed the following members to the Kentucky Board of Licensure for Nursing Home Administrators to serve for terms expiring Jan. 12, 2014.
- Patrick S. Donahue, of Morganfield, is an administrator at Methodist Hospital in Union County. He represents the Kentucky Hospital Association. The appointment replaces Doris R. Ecton, whose term has expired.
- Patrick J. Murphy Jr., of Louisville, is physician and professor at the University of Louisville. He represents the Kentucky Medical Association. The appointment replaces Manuel Lee Brown, whose term has expired.
- Christopher Boyd Minnich, of Bowling Green, is the owner of Fair Oaks Health System. He represents the Kentucky Association of Health Care Facilities. The appointment replaces Debra Finneran, whose term has expired.
Gov. Beshear has appointed the following members to the Kentucky Arts Council to serve for terms expiring Feb. 1, 2014.
- Andrea D. Rudloff, of Bowling Green, is an art administrator at the Frist Center for the Visual Arts. The appointment replaces H. Dean Jones II, whose term has expired.
- Henrietta Venable Kemp, of Hopkinsville, is a retired educator. The appointment replaces Katherine Gail Russell, whose term has expired.
- Josephine Richardson, of Whitesburg, is the owner of Richardson Associates Architects PSC. The appointment replaces Jean Marie Dorton, whose term has expired.
The governor has reappointed Wilma Joyce Brown to the council to serve for a term expiring Feb. 1, 2014.
- Wilma Joyce Brown, of Danville, is a retired teacher.
Gov. Beshear has appointed the following members to the Kentucky Commission on Women to serve for terms expiring Jan. 17, 2014.
- Audria P. Havens, of Lexington, is a homemaker. The appointment replaces Beverly C. Ennis, whose term has expired.
- Paula E. Cunningham, of Kuttawa, is a book publisher with McClanahan Publishing House. The appointment replaces Jan Rose Coleman, whose term has expired.
- Marcia Levin Roth, of Louisville, is the executive director of the Mary Byron Project. The appointment replaces Velma Kaye Runner, whose term has expired.
- Mary Ellen Elsbernd, of Ft. Mitchell, is a retired librarian. The appointment replaces Barbara Burchett Pugh, whose term has expired.
- Karen L. Brown, of Paducah, is an accountant. The appointment replaces Elaine M. Eustis, whose term has expired.
The governor has reappointed Phyllis Sawyer Anderson to the commission to serve for a term expiring Jan. 17, 2013.
- Phyllis Sawyer Anderson, of Prospect, is employed by Humana.
Gov. Beshear has appointed the following members to the Kentucky Commission on Community Volunteerism and Services to serve for terms expiring Jan. 3, 2013.
- Mary Sue Hubbard, of Murray, is a nurse, performance improvement coordinator and risk manager for the Murray-Calloway County Hospital. The appointment replaces Brandi Rene List, whose term has expired.
- William Kevin Mays, of Bowling Green, is CPA with Holland CPAs. The appointment replaces Nellie E. Gooden, whose term has expired.
- William Wootson Farmer Jr., of Lexington, is president of the United Way of the Bluegrass. The appointment replaces Steve L. Swim, whose term has expired.
- Cornelia “Neal” Vaughan, of Lexington, is a community volunteer. The appointment replaces Fred A. Goodwin, whose term has expired.
- Martha Cash Presler, of Princeton, is a retired librarian. The appointment replaces Melvin T. Riddle, whose term has expired.
The governor has reappointed the following members to the commission to serve for terms expiring Jan. 3, 2013.

Gov. Beshear has appointed Kimberly Rose Holmes to the Environmental Quality Commission to serve for a term expiring Jan. 1, 2013.
- Kimberly Rose Holmes, of Lexington, is an associate director at Kentucky State University. The appointment replaces Andrew N.S. Ernest, whose term has expired.
The governor has reappointed the following members to the commission.
- Laura M. Knoth, of Grand Rivers, is the director of public affairs for the Kentucky Farm Bureau. Knoth shall serve for a term expiring Jan. 1, 2013.
- Kimberly S. McCann, of Ashland, is an attorney. McCann shall serve for a term expiring Jan. 1, 2014.
Gov. Beshear has appointed the following members to the State Board of Examiners and Registration of Landscape Architects to serve for terms expiring Feb. 1, 2013.
- David J. Reed, of Louisville, is a landscape architect for Qk4. The appointment replaces David Miles Burkholder, whose term has expired.
- Brian A. Shirley, of Bowling Green, is a landscape architect for Arnold Consulting Engineering Services. The appointment replaces Anthony Lee Barrett, whose term has expired.
The governor has reappointed Linda A. Nally to the board to serve for a term expiring Feb. 1, 2013.
- Linda A. Nally, of Lebanon, is a designer and owner of a floral company. She represents citizens at-large.
Gov. Beshear has appointed William Lee Scheben to the Kentucky Lottery Corporation Board of Directors to serve for a term expiring Nov. 28, 2013.
- William Lee Scheben, of Union, is the senior vice-president of Heritage Bank. The appointment replaces James D. Morgan, whose term has expired.
Gov. Beshear has reappointed Delbert “Ken” Perry to the Kentucky Real Estate Commission to serve for a term expiring Oct. 1, 2013.
- Delbert “Ken” Perry, of Alexandria, is a real estate broker.
Gov. Beshear has appointed the following members to the State Archives and Records Commission to serve for terms expiring Sept. 21, 2013.
- Richard N. Belding, of Lexington, is retired. He represents citizens at-large. The appointment replaces Emily Dennis, whose term has expired.
- William Henry Jones III, of Louisville, is the director of legislative affairs for Kentucky Cable Telecommunications. He represents citizens at-large. The appointment replaces Leah Hawkins, whose term has expired.
- Charlann Hall Wombles, of Midway, is a volunteer. She represents local government. The appointment replaces Dean Johnson, whose term has expired.
- William Timothy “Tim” Goff, of Frankfort, is an IT systems consultant for the Cabinet of Health and Family Services. He represents citizens at-large. The appointment replaces Brian D. Smith, whose term has expired.
The governor has reappointed the following members to the commission to serve for terms expiring Sept. 21, 2013.
- Terry Lynn Birdwhistell, of Lexington, is librarian at the University of Kentucky. She represents the University of Kentucky.
- Robin A. Rader, of Lexington, is a retired librarian. She represents citizens at-large.
- Sheila A. Stuckey, of Frankfort, is a librarian at Kentucky State University. She represents state universities and colleges.
