Governor Beshear Reappoints Member to Kentucky Emergency Response Commission

FRANKFORT, Ky. – Governor Steve Beshear has reappointed David A. Hall to serve as a member of the Kentucky Emergency Response Commission.

Hall, of Prospect, is the resident vice president of Public Affairs for the CSX Corporation in Louisville. He received his Bachelors of English from the University of Kentucky. Hall represents business and industry. He shall serve for a term expiring April 17, 2010.

The Kentucky Emergency Response Commission consists of no more than 25 gubernatorial appointees. The commission was formed in 1988 in compliance with the federal law passed in the wake of the Bhopal, India, chemical tragedy in which 2,500 people lost their lives and tens of thousands more were injured.

The commission is charged with developing policies related to the response of state and local governments to releases of hazardous substances and developing standards of planning for these events. It also develops reporting requirements for those who manufacture, use, transfer or store these substances. The group provides information to the public concerning hazardous substances within the communities, develops training requirements and establishes requirements for local governments and covered facilities to exercise plans related to hazardous substance response.
