HB 549, enacted by the 2007 General Assembly, established the STIFC, which is responsible for reviewing and approving all applications for state participation. Members of the commission include the Secretaries of the Finance and Administration, Economic Development and Commerce cabinets, the State Budget Director, the chairperson of the Kentucky Economic Development Finance Authority board, and the deans of the business schools at the University of Kentucky and the University of Louisville.
